TRACY BLVD, TRACY <br /> Please be advised that this office has reviewed the above referenced <br /> soil assessment report. We have found the plan to be inadequate <br /> as the following considerations are not addressed. <br /> 1: The laboratory preparation method for the EPA 8020 <br /> analyses utilized Method 5020 (Headspace) . The San Joaquin <br /> Local Health District does not accept "headspace" preparation <br /> for the purpose of quantitating "non-detectable" results. <br /> Headspace preparation of- -soil and/or groundwater sampling can <br /> be used as an indicator of gross contamination. <br /> 2: The scope of work in the Kleinfelder, Inc. work plan <br /> dated November 4 , 1988 was limited to soils investigation. Seven <br /> soil borings were drilled to depths equal to or slightly above <br /> encountered groundwater. Gross soil contamination of at least <br /> 3000 ppm is present at 9 feet. The SJLHD disagrees with the <br /> Kleinfelder, Inc. recommendation at this point in the investigation. <br /> Excavation without properly defining the extent and magnitude of <br /> the soil and possibly groundwater contamination is premature. <br /> Therefore, our recommendation is that further site <br /> assessment be performed to-fully investigate both the soils <br /> contamination and- to investigate the site ' s groundwater through <br /> the installation of groundwater monitoring wells . <br /> 3: The subsequent preparation of the site assessment <br /> workplan should address all of the above concerns and be submitted <br /> to the Central Valley Regional Water Quality Control Board for <br /> review prior to commencing field activities . <br /> Administration Clinical Services Environmental Health Public Health Nursing <br /> 468-3400 468-3830 468-3420 468-3860 <br /> Air Pollution Community Services Laboratory WIC <br /> 468-3470 468-3820 468-3460 468-3280 <br /> AIDS Information 468-3820 <br />
