Box 5811
San Mateo, CA 94402
NPOES PERMIT APPLICATION, ARCO STATION 2093, 3425 TRACY BLVD. , TRACY, SAN
JOAQUIN COUNTY
i
ARCO's consultant, Brown and Caldwell , submitted an NPDES Permit Application
for ARCO Station 2093 in Tracy. I reviewed the application for ground water
cleanup. Joe iienao, also of this office, has been assigned to review the
application from the discharge point of view and to administer the permit.
The application is incomplete because it lacks information from the
"Application Requirements" (enclosed) and because our file does not contain
the remediation system proposal or a Problem Assessment Report (PAR) , as
described in Appendix A of the Tri-Regional Recommendations (also enclosed) .
We will process the application after we receive the following information:
1. An evaluation of land disposal options, including discharge to a
municipal wastewater collection system, and justification for selecting
a surface water disposal alternative.
2. Narrative and schematic descriptions of the proposed extraction,
treatment, and disposal systems and an estimate of the breakthrough time
for each carbon unit.
3. A map showing the location of the extraction well (s) and the flow path
of the proposed discharge to a major river or lake.
4. A map showing water supply wells and surface waters within 0.5 miles of
the site.
5. An operation plan describing general treatment system operations and
maintenance procedures, process controls, monitoring and pumping rates.
6. Effects of the extraction system on the ground water gradient and the
plume.
7. An estimate. of the anticipated length of time the extraction will be
needed.
ing waters
uding
al
S.
beneficial nuses, aquatic of the vresources, and ldownstream rwater oons,
users.
4
i
