Mr. Kyle Christie -2- 22 February 1989
2. Include a site map show'ng the layout of al product lines relative to
the underground tanks;
3. Tables presenting soil and ground water sample results are to include
all available data for the site, and be included in the text of the.
report. Table 2 of the 10 October 1988 work plan does not contain data
for soil and ground water samples collected on 23 April 1987 which were
presented in the 28 September 1987 PAR. The full vertical and horizontal extent of contaminated sail must be
defined and shown in map and cross-sectional views. It may be necessary
to install additional soil borings to get enough soil data to achieve a
high degree of definition;
5. We do not agree with the conclusion to the 28 September 1987 PAR which
states that "soils at the locations of wells ATR-1, ATR-2, ATR-3, ATR-4
do not contain significant levels of hydrocarbons". Allowable
concentrations of hydrocarbons to remain in soil are determined on a
site specific basis depending upon the hydrogeology at the site. With
the shallow depth to ground water (11 to 14 feet below the surface) at
this site, strong supporting evidence will be necessary to illustrate
that remaining hydrocarbons will not impact ground water (soil
remediation of some type is likely warranted at this site) ; and
6. Continue quarterly ground water sampling for BTX&E and TPH. Quarterly
reports are to be submitted to us and the SJLHD by mid April , July,
October and January for the previous quarter.
If any of the above due dates cannot be met, an extension must be requested in
advance in writing with justification. Failure to comply with these requests
may subject ARCO to formal enforcement action.
If you have any questions, please call me at (916) 361-5725.
EDWARD W.
