PUBLIC HEALTH SERVICES-
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION
Ernest M. Fujimoto, M. D., M.P.H., Acting Health Officer
304 E. Weber Ave., Third Floor • P. O. Box 388 9 Stockton, CA 952014-08K.- ,, 44:j'
2091468-3420
KYLE CHRISTIE MAILED APR 1 1199E
ARCO PRODUCTS COMPANY
P 0 BOX 612530
SAN JOSE CA 95161
Re: ARCO sites in San Joaquin County
On January 30, 1996, a meeting was held in the office of the San Joaquin County Public Health
Services, Environmental Health Division (PHSIEHD) to discuss the progress of the investigations and
remedial activities at the ARCO sites in San Joaquin County. The following participants were in
attendance:
Kyle Christie ARCO Products Company Joel Coffman Brown and Caldwell
Jay R. Johnson EMCON Margaret Lagorio PHSIEHD
Mary Meays PHSIEHD Linda Turkatte PHSIEHD
Beth Thayer CVRWQCB Michael Infurna PHSIEHD
The following are summaries of the discussions and agreements reached for each site.
1711 E. Yosemite, Manteca ARCO Facility #6020
PHSIEHD contact - Michael Infurna
A update of the status of the tanks at this site will be submitted to PHSIEHD in order to
determine a future plan of action for the nominal soil contamination found at the site. Because
groundwater in not impacted, this site has a lower priority status at this time and will be
monitored and sampled yearly.
7906 N. EI Dorado St., Stockton ARCO Facility #2130
PHSIEHD contact - Michael Infurna
The remedial system is currently operating. The two new air sparge wells were installed but
only two air sparge wells can be operated at a time. The destruction efficiency of the system
is below 95% but the emissions are still in compliance with air standards.
The integrity of the well heads of monitoring wells MW#3 and MW#4 was discussed and will be
followed up by EMCON. It was decided that the upgradient well MW#8 will be destroyed as it
is a hazard to vehicles and to samplers and because sufficient data showing the approximate
extent of the groundwater plume at the site has already been collected. A workplan for this
destruction, a permit application and the associated fee of$60.00 must be submitted to
PHSIEHD.
441 W. Charter Way, Stockton ARCO Facility #2168
PHSIEHD contact - Michael Infurna
The station is no longer in operation and the tanks are to be removed soon. An executive
summary for the proposed over-excavation of impacted soils at the site has been submitted
and the site will enter public participation soon.
A joint meeting of all responsible parties identified for contamination in the area was held on
A Division of San Joaquin County Health Care Services
