The tanks are <br /> currently in compliance and nor scheduled for removal until 1998, when ARCO is required by law to <br /> upgrade tanks. A continuing source of contamination may be evidenced by increasing levels of <br /> contamination detected in .1tW5. <br /> The groundwater contamination evidenced at this site warrants further evaluation prior to the site's <br /> prioritization to obtain the vapor extraction treatment unit necessary to initiate soil remediation. The <br /> evaluation will include mass balance calculations based on cross sections, the location of nearby domestic <br /> wells, soil permeability and :he magnitude of the gradient. The information necessary to evaluate the <br /> priority of this site as well as:he status of the purchase of an additional treatment unit shall be submitted <br /> by September 12, 1994, <br /> 2908 W. PHS/EHD stressed the importance of moving <br /> forward with active remediazon of the soil and groundwater contamination evidenced at this site. Both <br /> PHS/EHD and ARCO agreed that the groundwater extraction system in operation, intermittently since 1986 <br /> has not remediated the gro=dwater contamination effectively, but was controlling the migration of the <br /> contamination plume. <br /> ARCO stated that they had:n:.ended to have the vapor extraction/air sparge remediation system installed by <br /> May 31, 1994, but because±ry had not yet received the necessary air pollution and building permits, were <br /> unable to begin construction. The new facility operator requested that ARCO not proceed with the system's <br /> constructions until after Labor Day. ARCO apologized for not having informed PHS/EHD of the situation <br /> in a timely manner. ARCO:greed that the remediation systems installation shall be installed immediately <br /> after September 1, 1994 and mat the system shall be in operation by September 26, 1994. <br /> Please be advised that the progress of this site has been sporadic with numerous lapses in compliance. <br /> If diligent and timely progress is not evidenced by September 26, 1994 with the installation and start- <br /> up of the vapor extraction system, this site will be considered non-compliant and formal enforcement <br /> action through the CVRWQCB will be requested. <br /> The extent of the soil and uoundwater contamination to the north and south of the site has not vet been <br /> defined. It was agreed that Steve Meisner should contact Diane Hinson as soon as possible to discuss <br /> gaining access to CalTrans' =perry and that correspondence should be forwarded to the property owners <br /> to the south requesting access to the property. PHS/EHD indicated that a permit to install additional air <br /> sparge and vapor extraction wells would be issued. ARCO agreed to analyze soil samples collected from <br /> beneath static groundwater!evefs for characterization of the adsorbed soil contamination. <br /> 85 East Louise, Lathrop ARCO Facility #6080 <br /> PHS/EHD contact - Linda Turkarte <br /> This site is considered to be a low priority site with respect to the other ARCO sites in San Joaquin County, <br /> The PHS/EHD summary le_-, from the last meeting in March of 1993 recommended at least annual <br /> sampling for this site. At ihis meeting ARCO stated the wells will be sampled once a year and this year's <br /> sampling is scheduled for August. The appropriate advance notice to PHS/EHD is required. <br />
