WORK PLAN FOR
DESTRUCTION OF OFF-SITE GROUNDWATER MONITORING WELL ATR-12
FOR ARCO FACILITY 2093, TRACY, CALIFORNIA
This work plan has been prepared by Brown and Caldwell on behalf of ARCO Products
Company (ARCO). The proposed work is to provide for the destruction of the off-site
groundwater monitoring well ATR-12 in the vicinity of ARCO Facility 2093, located at 3425
Tracy Boulevard, Tracy, California. The work plan will be submitted to ARCO, the County
of San Joaquin Environmental Health Division (County), and the California Regional Water
Quality Control Board (RWQCB). The proper destruction well permit will be obtained prior
to destroying the off-site groundwater monitoring well. The Site Safety and Health Plan
(SSHP) prepared from a master plan for all northern California ARCO stations with site
specific information, dated December 20, 1994, will be implemented and retained on-site
during the field work.
This work plan describes the methods to be used in the field to destroy the off-site
groundwater monitoring well. This plan proposes a project schedule for work at the site and
the timely submittal of a site summary report to the County and RWQCB after the completion
of this work.
SITE BACKGROUND
Well ATR-12 is an off-site up gradient well that was installed in 1990. The well is
constructed of PVC casing and is approximately 25 feet deep. Well ATR-10 is also an-up
gradient well constructed in 1990. Both of these wells have been sampled on a quarterly basis
since they were installed. Hydrocarbons have not been identified in either well since sampling
began. Well ATR-12 is not accessible for sampling because of a faulty traffic box. The San
Joaquin County Public Health Services, Environmental Health Division (County) has verbally
approved the destruction of well ATR-12 rather than replacement of the traffic box based on
the historical analytical results and the presence of the other up gradient well (ATR-10).
SCOPE OF WORK
This section describes the proposed scope of work for the destruction of off-site groundwater
monitoring well ATR-12. Figure 1 shows the location of well ATR-12.
This report was prepared in accordance with the standards of the environmental consulting industry at the time it was
prepared. It should not be relied upon by parties other than those for whom it was prepared, and then onty to the
extent of the scope of work which was authorized. This report does not guarantee that no additional environmental
contamination beyond that described in this report exists at the site,
26401REP0RTS12640-01.WP
