SAN J O A R N Environmental Health Department <br /> i , �V <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> SJ CO PUBLIC WORKS CORP YARD* 1810 E HAZELTON AVE, STOCKTON March 17, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 315 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003). <br /> OBSERVATION:Approximately 15 gallons of liquid was observed in the diesel fill sump. <br /> REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it <br /> must be removed and disposed of properly. <br /> CORRECTIVE ACTION: Immediately remove this liquid, make a hazardous waste determination per Title 22 <br /> hazardous waste regulations, and manage it accordingly. Ensure that all sumps and annular spaces are maintained <br /> free of liquid. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> On site for the monitoring system certification. The testing was not witnessed in its entirety. Looked inside all <br /> sumps and UDCs. Verified proper sensor locations. Verified spill bucket 5 gallon capacity. Paperwork <br /> inspection is still needed. A checklist was left on site; a complete report will be provided at the time of <br /> paperwork inspection. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, within 30 days of receiving the complete inspection report. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($152).
