The site was subsequently assigned to San <br /> Joaquin County Public Health Services, Environmental Health Division <br /> (PHS/EHD) Local Oversight Program (LOP). PHS/EHD has reviewed <br /> Preliminary Site Assessment Report dated February 12, 1999 prepared by <br /> Advanced GeoEnviron mental, Inc. (AGE) on the preliminary investigation <br /> conducted on October 19, 1998 at the site. Analytical results of the soil samples <br /> collected from the five Geoprobe borings were negligible in Total Petroleum <br /> Hydrocarbon as Diesel (TPH-D). However, TPH-D was detected in the water <br /> samples collected from all borings. The highest concentration of TPH-D was in <br /> the water sample collected from Boring 1 (131) at 10 feet below surface grade <br /> (bsg); analytical result was quantified at 2,700 part per billion (ppb) of TPH-D. <br /> Methyl Tert-Butyl Ether (MTBE) was detected in the grab water samples taken <br /> from B1, B2, B3, and B4. The highest concentration of MTBE was collected from <br /> 83 at 10 bsg; analytical result was 25 ppb of MTBE. <br /> PHS/EHD disagrees with AGE's recommendation that no further investigation of <br /> the UST area is warranted. AGE stated that the concentration of MTBE detected <br /> at 25 ppb was below the Central Valley Regional Water Quality Control Board <br /> (CVRWQCB) recommended closure limit of 35 ppb. CVRWQCB has not issued <br /> any closure limit for MTBE. The State of California Department of Health <br /> Services (DHS) had established an Action Level for MTBE in drinking water at 35 <br /> ppb; however, DHS has since upgraded the Action Level for MTBE in drinking <br /> water to 13 ppb in March 1999. Furthermore, DHS has established a secondary <br /> drinking water maximum contaminant level (MCL) of 5 ppb for MTBE.
