Weber Avenue, Third Floor
Stockton, CA 95202
Subject: Waterfront Yacht Harbor, 333 Tuleburg Levee Road, Stockton, CA
Dear Ms. Duncan:
On behalf of Waterfront Yacht Harbor, Ground Zero Analysis, Inc. (Ground Zero) is submitting
this letter in response to correspondence from your office dated September 15, 2000, in which you
requested a work plan be submitted by October 20, 2000 for further investigation of the
groundwater contamination at the subject site. Ground Zero would like to address specific issues in
the order in which they were mentioned in your letter:
"As groundwater gradient is unknown at this site, more than one sample should have been
analyzed"
Ground Zero submitted a request to PHS/EHD on October 4, 2000 to review several case files in the
vicinity of the site to determine if groundwater gradient and water quality information was
available. Files requested included those for 17 S. Lincoln, 448 W. Weber, 504 W. Weber, 666 W.
Weber, and Weber/Southshore Parcel. PHS/EHD notified Ground Zero on October 17, 2000 that
available files were ready for review. Ground Zero personnel reviewed available files on October
19, 2000. A review of documents made available by PHS/EHD indicated that the groundwater
gradient in the vicinity of the site is south to southeast, based on the following information:
• Between August 1989 and July 1990 the City of Stockton contracted Applied Geosystems to
drill, install, and sample seven groundwater monitoring wells to investigate the extent of
groundwater contamination associated with former bulk gasoline storage and dispensing
operations located immediately west of the subject site. Three monitoring wells (MWl-MW3)
were installed in August 1989 on City of Stockton property located near the southwest corner of
Lincoln and Weber. The groundwater gradient in August 1989 was determined to be to the
southeast. Four additional wells (MW4-MW7) were installed south of Weber on both sides of
G:\Data\GROUNDZE\W aterfront\duncan 1000.doc
