Mr. Jogi Khanna
202/029000-080
September 13, 1988
Page 2
detectable concentrations. It should be noted that odors
encountered during drilling are very subjective and should be
verified by PID or laboratory analyses . The urban environment ,
subsurface conditions, rig exhaust and overheated augers combine
to make odor calls difficult and general . The PTD is used to
alleviate the problem by placing soil ; from drill cuttings or
each sample interval ; into a zip lock bag, and after allowing
time for volitization, analyzing the air within the bag.
A question was raised regarding the laboratory analysis of soil
and ground water samples by EPA Method 418 . 1 . It should be noted
that GTI 's work plan, included within the Preliminary Report
dated March 16 , 1988 , was approved by the San Joaquin Local
Health District prior to the assessment phase of the investi-
gation. GTT recognizes the recently amended analytical require-
ments established by the Central Valley Regional Water Quality
Control Board, Region V. GTI would be happy to resample the
three existing groundwater monitoring wells and submit the
samples for analysis of BTEX and TPH as gasoline by modified EPA
Method 602 and TPH as diesel by modified EPA Method 8015
(GC/FID) .
Addressing your request to describe the handling, analysis,
treatment and deposition of the excavated contaminated soils, GTI
has enclosed a letter to Mr . David Carts (SJLHD) dated March 28 ,
1988 , which summarizes Mr. Carl 's concerns after his review of
the Preliminary Report and work plan (dated March 16, 1988) . The
enclosed correspondence specifically addresses GTI 's intentions
for handling and treatment of the excavated soil (Attachment II ) .
GTI believes that the soil and groundwater conditions at the site
have been addressed and defined as stated in the assessment
report dated May 25 , 1988 . GTI has not yet initiated__.a_gro,und__ --
water „monitoring_..and...,sampling,_prog ,,, Suisequent to the
Jrecommendations of the Assessment _ramReport, GTI feels that a
quarterly monitoring and monthly sampling program would be
warranted.
GTI hopes that this letter clarifies all questions noted in your
letter. If you have any additional questions, please call our
Sacramento District Office at (916) 921-1800.
