In this letter I am requesting relief from <br /> the charges billed to me by your office on August 22 , 1991 . <br /> These charges are also related to the oversight work done by <br /> the regulatory agencies regarding our project site #2195 , <br /> 1 W . Turner Road , Lodi , CA . These charges of $688 .93 are <br /> being heaped on top of the charges previously assessed of <br /> $10 ,668 .60; $3 ,711 .07 of which has already been paid . The <br /> grand total of charges for oversight on this project amounts <br /> to $11 ,357 .53 as of this date . Our contention is the amount <br /> of monies being assessed is a travesty and completely <br /> unreasonable . We feel the $3 ,711 .07 previously paid is more <br /> than sufficient to cover any expenses the local , state <br /> and/or any other agency could have possibly incurred on this <br /> project . Private sector contractors would not be paid by <br /> your agency or any other state or local agency for this kind <br /> of behavior . They would probably be charged with extortion , <br /> convicted and sent to prison. We reiterate our contention <br /> if a cap has been placed on the amount of monies charged to <br /> a particular project , this cap should be retroactive to the <br /> start of the program . To penalize , with outrageous fees , <br /> persons or entities which undertake these extremely <br /> expensive clean up projects , is not only unfair but counter <br /> productive . The trend will be to not do clean ups if these <br /> exorbitant charges are allowed to continue . <br />
