Lockeford Street <br /> Lodi , CA 95240 <br /> Dear Mr. Thorpe: <br /> UNDERGROUND STORAGE TANK (UST) COST RECOVERY, SITE NO. 2195, SAN JOAQUIN <br /> COUNTY <br /> We have received your letter dated June 4, 1991 concerning our UST Cleanup <br /> Site Invoice dated May 8, 1991 . <br /> When the Public Health Services of San Joaquin County (County) identified <br /> contamination on your site, they placed your site into the Local Oversight <br /> Program for further investigation and/or remediation. They notified you of <br /> this fact by letter on May 19. 1989 (copy enclosed) . The letter gave an <br /> explanation of the County' s role in this program and also your <br /> responsibilities . All costs included in the subject invoice were costs <br /> incurred by the County and the Regional Water Quality Control Board in <br /> performing oversight services during remediation at your site. The following <br /> discussion is offered to further clarify the costs contained in our invoice. <br /> The invoice contains several categories of costs . Site specific charges <br /> represent those charges for work done that is directly related to your site. <br /> Examples of such activities include: sampling for soil or groundwater <br /> contamination, conducting site inspections, reviewing reports and workplans, <br /> or preparing correspondence. Activities performed for your site are itemized <br /> on the bill . A description of activity codes is enclosed for your reference. <br /> Program management charges include all other County costs associated with <br /> initiating and maintaining program operations . Program management charges may <br /> include such costs as space rental , office services and supplies, purchase of <br /> sampling equipment, training costs, and the salary and benefits of support <br /> personnel (i .e. , clerical staff, accountant, program supervisor) . Program <br /> management charges also include Regional Water Quality Control Board work. <br /> The program management charges include the work coded with a first digit of <br /> "7" or "4" on the enclosed invoice activity code sheet. As stated in our <br /> letter, there are local and state program management charges. Local agency <br /> program management includes both start-up (program development) and ongoing <br /> activities (program implementation) . State program management includes both <br /> the State Board and Regional Water Quality Control Board (Regional Board) <br /> work. The bill includes Regional Board program management charges , but not <br /> State Board program management. You will be billed at a future date for State <br /> Board program management . <br />
