There has to be ;a reluctance to clean up sites when <br /> the cost of cleanup is more than the value of the property <br /> being cleaned up . <br /> Your letter of May 8 , 1991 , states we. will be billed for <br /> State Board program management at a future date . The e <br /> Program appears to be out of control . ` <br /> At this time we refute the charges as exorbitant . We <br /> request a breakdown of program management charges .
