The goal <br /> should be to get individual sites cleaned up and not tomake <br /> cleanup' an economic disaster by applying layers of overhead <br /> fees. There has to be at reluctance to' clean up sites when <br /> the cost of cleanup is more than the value of the property <br /> being cleaned up . <br /> Your letter of May 8 , 1991 , states we will be billed for <br /> State Board program management at a future date.
