P <br /> The proposal includes plans to surface-seal the cured pavement with an <br /> approved asphalt emulsion. The proposed use does not appear to pose a <br /> threat to water quality. Therefore, we do not object to the hydrocarbon ; <br /> impacted soil being recycled in this manner.
