KLEiNFELDER <br /> 3 BACKGROUND <br /> 1 <br /> ' General Mills operates a food production facility located at 2000 West Turner Road in Lodi, <br /> California The facility includes an office, fuel storage areas, silos, parking areas, etc , for food <br /> production purposes <br /> ' Kleinfelder reviewed pertinent documents and information related to the USTs on the site provided <br /> by General Mills Based on Kleinfelder's review of this information, Kleinfelder understands the <br /> ' UST area discussed in this report is located south of the office and approximately 10 feet north of <br /> Building No 86 (See Plate 1) The two USTs were onented north to south and situated side by <br /> ' side on an approximate 30 foot by 30-foot reinforced concrete pad At one time, the two 10,000- <br /> gallon USTs reportedly contained diesel, kerosene and/or JP-4 het fuel <br /> According to a previous PHS/EHD inspection report, a single 10,000-gallon fiberglass UST was <br /> removed from the site on January 29, 1988 Apparently the tank was removed due to an <br /> unauthorized release The tank removed was described in the inspection report as being the <br /> easternmost tank of two USTs located side by side and north of a "new"budding The bottom of <br /> the tank was at a depth of approximately 12 feet bgs and located on a large concrete pad Two <br /> bottom soil samples were collected at each end of the tank and at the ends of the concrete pad, at <br /> approximately 14 feet bgs <br /> Kleinfelder reviewed analytical data reports dated January 29, 1988 prepared by California Water <br /> ' Labs, Inc associated with these two samples The two soil samples were analyzed for total <br /> petroleum hydrocarbons as referenced to gasoline (TPH-G), diesel (TPH-D), kerosene (TPH-K), <br /> motor oil (TPH-MO), benzene, toluene and xylenes (BTX) The northernmost soil sample was <br /> ' reported by the laboratory as "none detected" for the requested analyses at or above laboratory <br /> reporting limits TPH-K was the only analyte detected at 19 0 mg/kg from the soil sample <br /> ' collected from the southern end of the tank <br /> An unauthorized release report was prepared by county employee Mr William R Snavely, dated <br /> January 14, 1988 This report indicated that a leak was discovered due to inventory <br /> discrepancies and that approximately 123 gallons of JP1 Fuel was estimated to have been <br /> released Comments in this report stated the following "Manager discovered a discrepancy in <br /> ' inventory and called ITT Tank Service to check system, leak in filler pipe observed, Stockton <br /> Service Station advised that the tank be removed, tank is being pumped out and to be empty <br /> 1/12/88 " <br /> The General Mills facility utilized this UST and the previously removed UST for fuels used to run <br /> the turbines in their production process Klemfelder understands that currently there is only one <br /> UST in place (western side of cement pad) and that the UST has been emptied of all contents, a <br /> condition required before drilling could commence <br /> 28209 T03/ST03RI3 12 Page 3 of{1 <br /> ' ©2003 Kleinfelder, Inc September 22,2003 <br />
