General Nfills = CODE: 13$12
2000 `]Nest Turner, Road
' Lodi, CA
San Joaquin County P•ablic Health Services, Environmental Health Division (PHS/EFID) has
cornpieted review of the "Work Plan for Aaditional Drillmg" dated A.nrfi 1?1 1994 and
' prepared by Delta Environmental. PHS/F= has the following comments for your
consideration.
rT"He work plan proposed three soil borings to be located in the areas where soil samples
T5i1V1, T5V, and TON, were collected at 15 feet below ;rade during the 1991 tank removal.
' Soil contamination has been documented in these areas of up to 820 ppm TPH-diesel.
PHS/EE D requestea addinonal soil investigation to determine-the vertical extent of the
documented sod contamination. Duren; the drMng of the proposed sod borings, soil
' samples are to be collected at five foot intervals for laboratory analysis. The total depth
of the proposed soil borings are 40 feet below grade. PHS/EHD assumes that sod samples
will be collected begtmmmg at 15 feet oelow, grade, since the tank pit has been backfilled with
clean matenal.
PHS/EliD concurs that the proposed investigation should adequately characterize the
' documented sod contamination. The leaching potential analysis referenced in the Lealan
Undercround Fuel Tank Field Manual prepared by the State Water Resources Control
Board, indicates what levels of soil contamination may pose a threat to groundwater. Based
t on site specific conditions, soil type, location and seasonal high depth to ,ground water, up
to 100 ppm TPH-diesel could be left in place at 25 feet below grade without posing a
significant threat to ,groundwater
Please suomit a per=t application for the soil bormgs ana $89 to PHS/EHD. Upon
issuance of a drilling peanut, field work may commence. Please provide PHS/EHD 48 hours
' notice prior to imriating field work, so that PHS/T= can witness soil sampling and ,groutmg
of the boreholes.
' a nmmon of San Joaquin Omnrr Health Care Service,
