The pump station w:is located
approximately six feet east of the fgrmer tank location connected by
underground product delivery piping. Mr. Stephen tianiidi, Administrative
Hanager of the Sebastiani Vineyards/Woodbridge Cellars facility indicated it
that the tank was approximately 40-years old. Tank testing, performed by
Jim Thorpe Oil Company on J+ely 23, 1986, showed the tank and lines
certifiable, in accordance with National Fire Protection Association
(NFPA) 329 criteria. A second tank testing, performed by Jim Thorpe Oil
1987, also showed the tank and lines as testing
Company on September 28, ?
tight and certifiable by NFPA 329 criteria. ?
In accordance with Sebastiani Vineyards tank management program and due
to the tank's location with respect to future facility expansion plans,
the tank was removed on November 4, 1988, by Claude C. Woods Company of
Lodi, California. Permit Number 88-0053 was issued to Sebastiani
Vineyards on June 7, 1988 by San Joaquin County for the removal of the
storage tank. The removal operation was monitored by Mr. Harlan Knoll,
Registered Sanitarian from the San Joaquin Local Health District (SJLHD).
During the tank removal, a small hole was observed on the bottom of the
tank and gasoline was observed in the soils excavated from under the
former location of the tank, Mr. Knoll filed an Underground Storage Tank
Unauthorized Release (LEAK)/Contamination Site Report on December 12,
1988.
Following the tank removal, one soil sample was collected from the tank
excavation on November 4, 1988, by Canonie Environmental Services of
Stockton, California under the direction of Mer. Knoll. Canonie 4
Environmental Services is certified by the State of California, Department
of Health Services for hazardous waste testing. The soil sample was
collected from approximately eight feet below ground surface and was
analyzed for benzene, toluene, xylene, and total volatile petroleum
hydrocarbons (TVPH) by modified EPA Method 8020; for ethylene dibromide
(EDB) by EPA Method 8010; and for total lead content by EPA Method 7420,
Results of these analyses indicated concentrations above laboratory
-. detection levels of xylene, total volatile petroleum hydrocarbons and
lead, as summarized below. Laboratory data sheets for these analyses are
included in Appendix 1.
Xvlene TVPH Lead
600 ppm `. ppm 18 ppm
Sebastiani Vineyards subsequently submitted a soil remediation work plan
t to SJLHD for the removal and treatment by aeration of approximately 170
to 300 cubic yards of soil excavated from the area directly below the
former ".ank location to a depth of 18.5 feet below ground surface.
