I p <br /> 1 <br /> CHRONOLOGY <br /> HARBOR SIGNS <br /> 1601 TURNPIKE, STOCKTON CA <br /> SITE CODE: 1121 <br /> The site is located east of Interstate 5,.south of Charter Way, west of Lincoln Street and north of <br /> Third!:Street in the city of Stockton. The San Joaquin County APN is 165'-040-113. The site is <br /> currently utilized as a warehousing facility for RLC Labor Services Inc:. One 1000 gallon <br /> underground storage tank (UST), associated piping and dispenser which,.were', Iocated on the <br /> parcel were removed October 14, 1987. Soil was sampled on October I6;' 1987 with notations <br /> from I the San Joaquin County Public Health Services Environmental Health Division <br /> [(PHS/EHD) formerly San Joaquin Local Health District] representative ons site which indicated <br /> the presence of a "strong odor of petroleum". Samples were collected on'bctober 16, 1987;at <br /> 15"bgs and analyzed. All analyses were reported as non-detect for TPHG &D, kerosene, motor <br /> oil, other petroleum hydrocarbons, C9-CI6, BTEX, and EDB with the exception of Pb at 5.5 <br /> mg/kg. On October 22, 1987 PHS/EHD requested a copy of the chain of custody and F { <br /> chromatograms for the site. The chromatograms were submitted, however,]no chain of custody <br /> accompanied the data. As a result of the wide discrepancy between the soil,conditions observed <br /> by PHS/EHD, the lack of the chain of custody and the analytical results, clearance for the <br /> property could not be granted. Between 1987 and 1994 numerous conversations with the <br /> responsible parties regarding additional sampling requirements for closure''purposes have been <br /> documented. On. March 3, 1994 an unauthorized release report was generated for the site. On <br /> November 15, 1994 the responsible parties were notified by certified mail that the site had been <br /> placed in the Local Oversight Program (LOP) and that site closure would occur only after <br /> mitigation activities are completed. On April 2, 1996 PHS/EHD met with responsible parties to <br /> discuss the development of a confirmation soil sampling plan which was later implemented. No <br /> TPH as gasoline or BTEX components were detected in confirmation samples. ;PHS/EHD has <br /> reviewed all site conditions and has determined that site closure/certification is warranted. <br /> 1996 <br /> f <br /> 06/04/96 One soil boring through the former tank pit was advanced to a depth of 15' bgs <br /> under permit by PHS/EHD. A soil sample was collected at 16' bgs to be analyzed under chain�of <br /> f <br /> custody by a CA certified laboratory. Boring grouted under inspection by PHS/ EHD. <br /> 06/12/,96 PHS/EHD is notified that the confirmation soil sample had been Iost by the <br /> laboratory(FGL Inc.). Resample scheduled for 06/20196. <br /> I <br /> 06120196 One soil boring through the former tank pit was advanced to a depth of 15' bgs <br /> underpermit by PHS/EHD.
