PHS/EHD has a contract with California State <br /> Water Resources Con rol Board (SWRCB)to conduct an underground storage tank corrective <br /> action program. On F ibruary 17,1989 an Unauthorized Release Report was filed for the above <br /> referenced site and thd site was placed in the PHS/EHD Local Oversight Program (LOP) in March <br /> 1992. <br /> Please be advised tha San Joaquin County Public Health Services, Environmental Health <br /> Division (PHS/EHD) h is reviewed activities to date at the above referenced facility. On February <br /> 25, 1992, monitoring v ells (MWs) were installed and groundwater was found to be impacted with <br /> gasoline. A total of fiv MWs have been installed during the course of the investigation to date. <br /> The last report submit ed to this office was prepared by Advanced GeoEnviron mental and was <br /> dated July 27, 1998 w iich contained groundwater analytical results for the sampling event that <br /> occurred on June 23, 1998. All groundwater analytical results were positive for gasoline and the <br /> extent of contaminati (soil and groundwater) remains undefined. <br /> In a letter sent to you n May 27, 1998, PHS/EHD informed you of the Cal/EPA State Water <br /> Resources Control Berd Underground Storage Tank Cleanup Fund and recommended you <br /> apply. You may be el gible for reimbursement from the Cleanup Fund for the costs of the site <br /> investigation and clea iup. If you have not submitted an application to the Cleanup Fund, <br /> PHS/EHD recommeni Is you do so immediately. Please report the status of your application to <br /> this office in your nex Quarterly Report. <br /> To comply with the Q iarterly Monitoring requirements pursuant to California Code of Regulations <br /> (CCR)Title 23, Divisi in 3, Chapter 16, Section 2652 (d) of the Underground Storage Tank <br /> Regulations, PHS/El- directs you to monitor and sample all MWs for TPH-Gasoline, BTEX, and <br /> Oxygenates and repc rt the findings to PHS/EHD and the Central Valley Regional Water Quality <br /> Control Board immed ately. <br /> To comply with the Soil and Groundwater Investigation Phase requirements pursuant to CCR Title <br /> 23, Division 3, Chapt ir 16, Section 2725 (a) of the Underground Storage Tank Regulations, <br /> PHS/EHD directs YOL to submit a Work Plan (WP) to define the vertical and lateral extent of soil <br /> and groundwater co amination at this site by November 1, 1999.
