San Joaquin County
Env ronmental Health Department DIRECTOR
Donna Heran,REHS
e. •—y .2 1868 East Hazelton Avenue
Stockton, California 95205-6232 PROGRAM COORDINATORS
1_tlSI:1-'_ Robert McClellon,REHS RS
REHS
Jeff Carruesco,REHS,RDI
Kasey Foley,REHS
Website: www.sjgov.org/ehd Linda Turkatte,REHS
Phone: (209) 468-3420
Fax: (209)464-0138
July 26, 2012
Mr. Greg Gaut
Comfort Air
1607 Turnpike Road
Stockton, California 9 206
Subject: Comf rt Air, Incorporated
1607 1 urnpike Road
Stocki on, CA 95206-1960
Dear Mr. Gaut:
The San Joaquin Coui ty Environmental Health Department (EHD) has received and reviewed
Corrective Action PI (CAP), dated 25 June 2012, submitted by your consulting firm,
Advanced GeoEnviror nental, Inc. (AGE) on your behalf for the above-referenced site. The
EHD had directed the ubmittal of the CAP by letter dated 17 January 2012.
In the CAP, AGE com )ared soil remedial alternatives: excavation, soil vapor extraction (SVE)
and dual-phase extr ction (DPE), and groundwater remedial alternatives: groundwater
extraction (GWE), DP and in-situ chemical oxidation using ozone. AGE concluded that high
vacuum DPE was co idered the most viable option to remediate the vadose, capillary fringe
and upper saturated nes at this site. AGE recommended installing two four-inch diameter
DPE wells, one scre ned between 10 and 30 feet below surface grade (bsg), and one
screened between 25 ind 45 feet bsg at locations illustrated on Figure 12 of the CAP.
Considering that dep -to-groundwater is currently about 17 feet bsg and lithological data
collected from soil boi ngs MW-1, MW-2, CPT-1 and MW-6 indicate fine-grained soil between
approximately 25 ani 1 45 feet bsg, the EHD needs additional information to justify the
proposed screen inter al between 25 and 45 feet bsg for DPE-2. Please provide calculations
that demonstrate the draw-down in DPE-2 will be sufficient to de-water the well and the
surrounding Soil to pose and capture the vapor from the deeper adsorbed petroleum
hydrocarbons for actu I dual-phase extraction to occur. Please provide this information to the
EHD by 30 August 20 2.
If you have any quesl ons or concerns, please contact Vicki McCartney at (209) 468-9852 or
by e-mail at vmccartn y@sjcehd.com.
