P Website: www.Sjgov.Ofg/ehd Kasey Foley, REHS <br /> C c o a <br /> Phone: (209) 468-3420 Linda Turkatte,REHS <br /> Fax: (209)464-0138 <br /> December 9, 2011 <br /> Mr. Greg Gaut <br /> Comfort Air <br /> 1607 Turnpike Road <br /> Stockton, California 9E 206 <br /> Subject: Comfo Air, Incorporated <br /> 1607 T irnpike Road <br /> Stockt n, CA 95206-1960 <br /> Dear Mr. Gaut: <br /> By letter dated 08 November 2010, the San Joaquin County Environmental Health <br /> Department (EHD) had directed you to: <br /> • Submit a sensit ve receptor survey report to the EHD by 22 January 2011; <br /> • Conduct and su mit a risk assessment to the EHD by 10 February 2011, that includes <br /> an evaluation the hazards and risks to human health and the environment from <br /> residual petroleum hydrocarbon contaminant concentrations when compared to <br /> Environmental Screening Levels (ESLs); and if warranted, submit a work plan to the <br /> EHD to assess he potential for vapor intrusion into the existing onsite buildings; and <br /> • Submit a feas ility study to the EHD by 10 February 2011 that identifies and <br /> compares seve al remedial technologies to determine the most cost-effective method <br /> for removing pe roleum hydrocarbon contaminants based on site specific data. <br /> To date, the EHD has rot received any of the directed documents as noted above, nor has the <br /> EHD received a report of findings or quarterly reports for groundwater collected from MW-14 <br /> following the installatior of monitoring well MW-14 on 01 December 2010. <br /> In the most recent annL al Five-year Review Summary Report from the State Water Resources <br /> Control Board (SWR(.B) Cleanup Fund (CUF) dated 12 September 2011, the CUF <br /> recommends "that the San Joaquin County LOP (Local Oversight Program) direct the <br /> Responsible Party to a 3sess vapor migration risks." (This had been directed by the EHD as <br /> noted in the second bul et above.) <br /> You are now directed lo submit the reports for the above directives to the EHD within thirty <br />
