Hazardous waste storage area <br />observed with used oil and used absorbent accumulating on the concrete floor. <br />The following were observed in the chemical storage container located on the west side of the facility: <br />-Six secondary containers for product chemical cleaner tanks observed full/partially full with chemical cleaners. <br />Operator states he does not know if cleaner in secondary containers can be reused. <br />REGULATION GUIDANCE: All facility communications or alarm systems, fire protection equipment, spill control <br />equipment, and decontamination equipment, where required, shall be tested and maintained as necessary to assure <br />its proper operation in time of emergency. <br />CORRECTIVE ACTION: Bring the secondary containers into proper working order by repair, replacement or testing. <br />Provide a corrective action statement to the San Joaquin County Environmental Health Department within 30 days. <br />This is a minor violation. <br />403 <br />CCR 66262.34(4)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br />waste. <br />OBSERVATION: The following open hazardous waste storage containers were observed on-site: <br />-Two oil pans full with used oil observed with no lid. <br />REGULATION GUIDANCE: A container holding hazardous waste shall always be closed during transfer and <br />storage, except when it is necessary to add or remove waste. <br />CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br />when not adding or removing waste.
