The site has flexible primary and secondary piping . During the field inspection it was observed that the test boots appeared completely sealed in the 87 product and 91 product lines in all UDCs. Any potential release from the primary containment into the secondary containment in the 87 product and 91 product piping does not flow into a ! UDC collection sump to detect a leak at the earliest opportunity. Immediately contact a properly licensed , trained , and certified contractor to ensure that any releases in the 87 product and 91 product piping flows into the nearest sump for a leak to be detected at the earliest possible opportunity. Ensure that all monitoring equipment is maintained to detect a leak at the earliest opportunity. i i This is a Class I violation . 307 CCR 2631 (g) , 2632(c) Monitoring system of the interstitial space of a double walled system not maintained . The 91 product and diesel product split tank annular sensor failed to come out of audible and visual alarm when tested and , therefore, the tank is not monitored . The interstitial space shall be monitored with a monitoring system connected to an audible and visual alarm system. The sensor was replaced and retested during the inspection. A " UST Retrofit Verification with Inspector Already Onsite" form has been completed and provided to the operator and contractor. This is a repeat violation , Class IL i 318 CCR 2636 (0(2) Leak detector failed to detect a 3.0 gallons per hour leak at 10 pounds per square inch . E The 87 product VMI line leak detector failed to detect a leak when tested . All line leak detectors shall be capable of detecting a 31allon per hour leak at 10 psi. The service technician adjusted the leak detector, retested it, and it passed. This is a repeat violation , Class Il , 320 CCR 2635 , 2637. 21 2665 , 2712 Failure to comply with the installation , inspection , or record keeping of the overfill prevention. Owners or operators of underground storage tanks that do not meet Califomia Code of regulations, title 23 division 3, chapter 16 section 2635(c)(2) shall test overfill prevention equipment once by October 13th , 2018 and every 36 months thereafter; and within 30 days of the date of a repair. The site did not performed the testing by October 13th , 2018 however the service technician on site was able to conduct the overfill prevention equipment inspection today ( 12/11 /18) while the inspector was on site. Ensure to conduct overfill prevention equipment inspection within the time frame provided by the regulation and submit test results within 30 days of performing the inspection . Ensure a 48 hour notification is provided to EHD prior to conducting the inspection. This is a Class II violation. Overall Inspection Comments . An inspection checklist was provided to the facility operator on the day of inspection . The EHD has written the complete report which replaces the initial checklist.
