EI Dorado Street <br /> Stockton, CA 95203 <br /> REVIEW OF RESPONSE TO NOTICE OF VIOLATION, THORNTON WASTEWATER <br /> TREATMENT FACILITY, SAN JOAQUIN COUNTY <br /> The treatment and discharge of domestic wastewater from the Thornton Wastewater Treatment <br /> Facility in San Joaquin County is regulated by Waste Discharge Requirements Order 94-101. <br /> The Housing Authority of San Joaquin County (Discharger) owns and operates the facility. <br /> On 12 April 2017, Central Valley Water Board staff issued a Notice of Violation (NOV) to the <br /> Discharger for the unauthorized discharge of wastewater from the facility's <br /> evaporation/percolation ponds on two separate occasions in January and February 2017. <br /> Because the Discharger has previously informed staff of their intent to connect Thornton's <br /> sewer collection system to the Sacramento Area Sewer District (SASD) and cease using the <br /> existing wastewater treatment and disposal system, the NOV required the Discharger to submit <br /> a report prepared by a Professional Engineer certifying the integrity of the wastewater pond <br /> berms and to submit a copy of the agreement and construction schedule for connecting <br /> Thornton's sewer collection system to SASD. <br /> Staff has reviewed the NOV response letter, which includes a copy of the draft agreement with <br /> SASD, a technical memorandum assessing the pond berms stability submitted by Kjeldsen <br /> Sinnock Neudeck Inc., and a construction schedule for the sewer system. The response <br /> indicates that the pond berms are currently stable and recommends enhanced visual monitoring <br /> and preventative maintenance to be implemented until a connection to SASD can be made. A <br /> finalized contract with SASD is expected to be executed within the next 60 days and connection <br /> of Thornton's sewer collection system to SASD is anticipated to be completed in 2020. <br /> Staff appreciates your prompt report submittal to comply with the NOV. Please implement the <br /> enhanced pond berm monitoring/maintenance program and document the results in the monthly <br /> monitoring reports. Additionally, staff understands that the schedule for construction presented <br /> in the response letter may change if funding and/or contract development is delayed. <br /> Therefore, by 1 February 2018 please submit a Project Status Report describing which <br /> contracts associated with the connection of the Thornton sewer collection system to SASD have <br /> been executed and provide an updated construction completion schedule. <br /> As a reminder, this office has transitioned to an electronic filing system.
