Tracy Blvd <br /> Tracy, CA <br /> San Joaquin County Environmental Health Department (EHD) provides this letter to <br /> clarify the ground water sampling requirements for the above referenced site. Three <br /> monitoring wells were installed at the site in August 2002. Groundwater samples were <br /> collected from these monitoring wells in February and July 2003. The samples were <br /> analyzed by a laboratory for benzene, toluene, ethylbenzene, xylene (BTEX) and total <br /> petroleum hydrocarbons as diesel (TPH-d) and no contaminants were detected. <br /> The California Code of Regulations (CCR) requires that owner or operators of sites that <br /> have contamination from leaking underground storage tanks submit reports every three <br /> months to the agency overseeing the cleanup of the site. The reports are to update <br /> information on the site investigation, monitoring and corrective action. In order to <br /> investigate groundwater contamination at your site, you are required every three months <br /> (quarter), to collect samples from the three monitoring wells, have them analyzed by a <br /> properly certified laboratory for BTEX and TPH-d, and submit a report of the results to <br /> EHD. <br /> In order to investigate the groundwater quality over the four seasons (quarters) of the <br /> year, sampling and analysis of all the monitoring wells must be completed quarterly for <br /> a year. Since the monitoring wells were only sampled in February and July 2003, the <br /> requirement of quarterly monitoring has not been met. Quarterly sampling and analysis <br /> of the groundwater and report submittal is to begin immediately. In addition, the CCR <br /> requires that the laboratory analytical results be electronically submitted to GeoTracker <br /> — the State Water Resources Control Board database program. This is commonly <br /> referred to as AB 2886. Electronic transmission of laboratory analytical results to <br /> GeoTracker has not been performed for your site and must be initiated immediately. <br /> If the results of the groundwater samples are non detect for a full year, then you may <br /> request a reduction in the requirement for the number of wells to be sampled or a <br /> reduction in chemical analysis to be performed on the water samples. Non detect <br /> sample results would be used to justify approval of the reduction. <br />
