REMEDIAL SOIL AND GROUNDWATER INVESTIGATION <br /> SAMPLING PLAN <br /> RMC PACIFIC MATERIALS <br /> KERLINGER AGGREGATE PLANT <br /> 30350 TRACY BOULEVARD <br /> TRACY, CALIFORNIA <br /> San Joaquin County Site: #1737 <br /> BACKGROUND <br /> RMC Pacific Materials (RMC)operates an aggregate mining and processing plant <br /> at 30350 South Tracy Boulevard in Tracy, California. In March 2002, at the direction of <br /> the San Joaquin County Environmental Health Department(EHD), RMC implemented an <br /> approved work plan to begin delineating the extent of hydrocarbon contamination <br /> discovered during the removal of three USTs at the site. RMC drilled five soil borings to <br /> determine if the contamination had reached down to the local water table (-120 below <br /> surface grade) (bsg). Soil and water samples were collected from each boring and <br /> submitted to a state certified laboratory (Severn Trent) for analysis. A full report of the <br /> findings was sent to EHD for review. <br /> EHD inspected the site as the drilling project progressed and, based on <br /> preliminary field and laboratory data, determined that only three of the borings needed to <br /> be converted into groundwater monitoring wells. The remaining two borings were <br /> backfilled and properly abandoned by the contractor according to EHD's standards. RMC <br /> reported the findings of that investigation to EHD in a report titled Preliminary Site <br /> Assessment Report, RMC Pacific Materials Kerlinger Aggregate Facility dated April 4, <br /> 2002. Since 2002 the wells have been developed and sampled. Supplemental <br /> development and sampling reports have been filed with EHD, and a quarterly sampling <br /> and reporting program has been put into effect. Based on the reported data, EHD has <br /> determined that additional delineation of soil contamination is required at the site. In a <br /> letter dated November 6, 2003 EHD requested RMC to prepare a work plan detailing a <br /> new proposal for gathering the additional information. <br /> INTENT OF PROPOSED PLAN <br /> RMC is submitting the following remedial soil and groundwater investigation/ <br /> work plan for its Kerlinger Aggregate Plant(Figure 1). This plan aims to augment the <br /> previous contamination investigation as reported in our April 2003 Preliminary Site <br /> Assessment report by further delineating the horizontal and vertical extents of petroleum <br /> contamination found during the removal of diesel USTs at the site. <br />
