SAN -10 A Q U I N Environmental Health Department <br /> — COUNTY AMENDED <br /> 6/1012020 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> ALCO METALS 1 1815 NAVY DR, STOCKTON June 09, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 115 CCR 66266.81(a)(4)(B) Failed to retain copy of manifest or bill of lading for spent lead acid batteries for 3 years. <br /> OBSERVATION: The facility will buy lead acid batteries from customers. Once enough batteries are received,they <br /> will either be shipped to the Alco San Leandro location or directly to the recycler. Once the Alco San Leandro <br /> location receives enough lead acid batteries, a shipment will be sent the recycler. <br /> Bills of lading for shipments to the San Leandro facility were missing the address of the receiving location and the <br /> number of batteries transported. <br /> No bills of lading were observed for the transport of lead acid batteries from the facility directly to the recycler, and <br /> from the Alco San Leandro location directly to the recycler. <br /> REGULATION GUIDANCE: <br /> (A)The generator shall use either the manifest or a bill of lading which fulfills the requirements of Title 13 CCR <br /> section 1161,to record the shipment of spent lead-acid storage batteries to a person who stores the batteries or <br /> who uses, reuses, recycles or reclaims the batteries or their components. <br /> (B)The generator shall retain, at the generator's place of business for at least three years, a legible copy of each <br /> manifest or bill of lading which identifies spent lead-acid storage batteries shipped to a person who stores the <br /> batteries or who uses, reuses, recycles or reclaims the batteries or their components. <br /> CORRECTIVE ACTION: Immediately correct the bills of lading used to transport the lead acid batteries. Submit a <br /> corrected form to the EHD once it has been completed. Provide copies of battery core bill of lading records from the <br /> last three years for the transport of lead acid batteries from the facility directly to the recycler, and from the Alco San <br /> Leandro location directly to the recycler. In addition, provide a corrective action statement to the San Joaquin <br /> County Environmental Health Department within 30 days. <br /> This is a Class II violation. <br /> 303 CCR 66262.34(d)(2)Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> OBSERVATION: Near the used oil storage area on the ferrous side of the yard, one fire extinguisher was observed <br /> with a gauge indicating it needed to be recharged. According to Luis Medina, Maintenance Worker,the fire <br /> extinguisher was used to put out a fire several months prior to the inspection. <br /> In the non-ferrous warehouse,one emergency eyewash station was observed wrapped in plastic wrap. <br /> REGULATION GUIDANCE: All facility communications or alarm systems,fire protection equipment, spill control <br /> equipment, and decontamination equipment,where required, shall be tested and maintained as necessary to assure <br /> its proper operation in time of emergency. <br /> CORRECTIVE ACTION: Bring the fire extinguisher and the emergency eyewash station into proper working order <br /> by repair, replacement or testing.
