OBSERVATION: The Underground Storage Tank Statement of Understanding and Compliance Form was not found in CERS. REGULATION GUIDANCE: This form must be uploaded to the California Environmental Reporting System (CERS). CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov and upload the Underground Storage Tank Statement of Understanding and Compliance Form for this facility. This was corrected on site. This is a minor violation. 209 CCR 2716(a-e) Failure to conduct the designated UST operator visual inspection at least once every 30 days. OBSERVATION: The designated operator failed to check and note all required items on the visual inspection reports. The incorrect and missing information included the following from the inspection reports: -The Do reports of 1/29/2020, 1/1/2020, 12/3/2019, 10/5/2019, 9/6/2019, 8/8/2019, 7/10/2019, 3/13/2019, 6/10/2019, 5/11/2019, and 4/13/2019 failed to explain all answers of"N" or"NA" in sections VII through Xl. -The Do report of 4/3/2019, failed to give a description in section V of the follow up action taken or to be taken, to correct the issues listed in section III . REGULATION GUIDANCE: During the visual inspection, the designated operator shall check that all required testing and maintenance for the UST system have been completed and shall check all required items on the report. CORRECTIVE ACTION: Ensure that designated operators performing visual inspections at this facility are including all of the required information on the reports. This is a minor violation. Overall Inspection Comments: Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by March 20, 2020. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
