PLANNING COMMISSION MINUTES <br /> OCTOBER 15, 1992 <br /> 4 . TEXT AMENDMENT APPLICATION NO. TA-92-13 OF SAN JOAQUIN COUNTY <br /> for an Ordinance amending Title 9 of the Ordinance Code of the <br /> County of San Joaquin, concerning Changes in Definitions, the Use <br /> Classification System, Nonconformity, Fees, Residential Zones, <br /> Commercial Zones, Industrial Zones, Agricultural Zones, Special <br /> Purpose Zones, Improvement Plans, Subdivision Regulations, Yard <br /> Regulations, Landscaping Regulations, Noise, Off-Site Rights-of- <br /> Way, and Permitted Uses Under the Williamson Act. Applicable <br /> Countywide. <br /> Associate Planner Dianne Smith introduced a staff report into the <br /> record. <br /> PUBLIC HEARING OPENED <br /> PROPONENTS/OPPONENTS: Bruce Blodgett, representing the San Joaquin <br /> Farm Bureau, expressed concern over possible land use conflicts in <br /> the agricultural zone. The concerns of the Farm Bureau are noted <br /> in their letter of October 8, 1992 . <br /> PUBLIC HEARING CLOSED <br /> Comm. Morri asked questions regarding truck access to roads and <br /> highways. Director Chet Davisson noted that design review on <br /> applications involving trucks will be required. This was confirmed <br /> by Mr. Kelley, representing the Department of Public Works, through <br /> requirement of improvement plan review. <br /> There was a question about allowing Cultural and Library Services" <br /> in the agricultural zone. Mr. Davisson said that the World <br /> Wildlife Museum is no longer intending to locate in the unincorpo- <br /> rated area of the County. The Commission asked that "Cultural and <br /> Library Services" be deleted from the proposal. <br /> MOTION: Moved, seconded (Morri-Rojas) and carried by a vote of 5-0 <br /> to forward this item to the Board of Supervisors with a recommenda- <br /> tion to: <br /> 1. Approve the Negative Declaration; and <br /> 2 . Approve Development Title Text Amendment No. TA-92-13 based on <br /> the "Bases for Recommendation" contained in the staff report <br /> and that reference to "Cultural and Library Services" be <br /> deleted from this proposal. <br /> Vote- <br /> Ayes: Holly, Morri, Jungeblut, Rojas, Carter <br /> Noes: None <br /> Absent: Bozzano, Gillispie <br /> ------------------------------------------------------------------ <br /> -1- <br />
