Smith: <br /> Text Amendment, TA-92-13 will further erode and results in a <br /> direct conflict with the policies and intent of the Williamson Act. <br /> The San Joaquin Farm Bureau would recommend a major revision of <br /> this Text Amendment before its adoption. As it is worded <br /> currently, TA-92-13 will be of detriment to agriculture. <br /> TA-92-13 proposes to allow a number of special uses in <br /> agricultural zones . The provisions to allow cultural exhibits and <br /> library services in ag zones and under Williamson Act Contract are <br /> absurd. First, this is in violation of the Williamson Act Contract <br /> provisions which allow only the uses compatible with agriculture. <br /> Obviously, a museum or library have little to offer in terms of <br /> helping agricultural production in the areas they will be located. <br /> Furthermore, these services should be located to capitalize on <br /> urban populations to be successful . Locating these facilities in <br /> ag zones will adversely impact surrounding agricultural operations, <br /> and will adversely impact traffic and air quality. This should not <br /> be allowed and permitting these uses under Williamson Act Contract <br /> is in direct conflict with the purpose of the Act which is to <br /> maximize the preservation of agricultural land and to prevent the <br /> Dremature conversion of such land. <br /> TA-92-13 will allow funeral and interment services in A-G <br /> zones with a Vse permit. This change fails to recognize the impact <br /> on surrounding agricultural business . While this is a necessary <br /> service, it should be located closer to the urban centers they will <br /> serve, not remote agricultural areas . <br /> These same arguments hold true for the proposed change that <br /> would allow for the creation of substandard lots for educational <br /> services , general (private schools ) . These private schools will <br /> serve the county' s growing population. They should be located <br /> nearer to these urban centers they will serve. <br /> These agricultural uses are now subject to the completion of <br /> improvement plans . Anyone with farm produce stands, Christmas <br /> Tree, or pumpkin farms will be subject to additional requirements <br /> after this Text Amendment is adopted.
