Unles otherwise specified, the offspring of <br /> animals are allowed and shall not be counted until they <br /> are of weanable or self-sufficient age. Dogs and cats <br /> shall be counted at four (4 ) months of age. Swine shall <br /> be counted at eight (8 ) weeks of age; <br /> ( 2 ) Keeping of Animals: <br /> (A) Maintenance. All animal enclosures, including but <br /> not limited to pens, cages , and feed areas, shall <br /> be maintained free from litter, garbage, and the <br /> excessive accumulation of manure, so as to <br /> discourage the proliferation of flies, other <br /> disease vectors, and offensive odors. Premises are <br /> to be maintained 'in a neat and sanitary manner; <br /> (B) Swine. Swine shall not be fed market refuse, gar- <br /> bage, or offal; <br /> (3 ) Number of Animals Permitted.
