Item No. 5 <br /> PC: 11-5-92 <br /> GP-92-10/ZR-92-12 <br /> Page 2 <br /> PROJECT ANALYSIS <br /> BACKGROUND: <br /> On July 29, 1992, the San Joaquin County Board of Supervisors adopted the 2010 General Plan with <br /> associated maps and the Development Title and its associated maps. <br /> During the process of encoding the General Plan map and Zoning map information into the department's <br /> data base, the Planning staff discovered what the department considers mapping errors. <br /> There are two types of areas requiring change. First, there are areas where the County's General Plan <br /> consultant did not acknowledge past General Plan, zoning, and land use decisions. Second, there are <br /> areas of recent General Plan, zoning, and land use approvals that did not get transferred to the new Plan <br /> and zoning before adoption. <br /> DETAILED PROJECT ANALYSIS <br /> PUBLIC COMMENTS: <br /> As part of this application process, staff mailed approximately 1800 application referrals. We received <br /> between 75-100 requests for additional information by telephone and over the counter. Attachment 'A' <br /> includes the written comments received. Those comments follow their specific map areas. Specific <br /> comments are addressed in each speck Listing Number below. <br /> SPECIFIC AREA (LISTING NUMBER): <br /> Attachment 'A,' enclosed, is a collection of maps showing the proposed map changes. <br /> STOCKTON SOUTHEAST <br /> Listing No. SE001 <br /> Location: On the southeast comer of Golden Gate Avenue and Guernsey Avenue, <br /> southeast of Stockton. <br /> Description: To rezone from Agriculture-Urban Reserve (AU-20) to Low Density <br /> Residential (R-L). <br /> Analysis: This change is being recommended to recognize a recently approved church. <br /> Correspondence: Against: An area property owner spoke of her concern for protection <br /> of the existing rural neighborhood character. Staff Response: The area is planned for <br /> urban development. <br />
