Item No. 5 <br /> PC: 11-5-92 <br /> GP-92-10/ZR-92-12 <br /> Page 13 <br /> REFERRALS AND REPLIES <br /> The applications referrals were mailed on September 16, 1992, with responses due by October 8, 1992. <br /> Public Health Services (response: 9-26-92): <br /> The Environmental Health Division has no recommendations or changes to impose on this application. <br /> Department of Public Works: (response: 10-7-92): <br /> For future development, services shall be provided in accordance with the adopted County Development <br /> Policies. <br /> Council of Governments (ALUC) (response: 10-9-92): <br /> All of the proposed zoning and General Plan designation changes conform with the existing Airport Land <br /> Use Plan. Two changes in particular deserve comment. <br /> First, Listing No. SE006, on the west side of EI Dorado Street, south of California Street, changes the <br /> designation from Low Density Residential to General Commercial and Limited Industrial. ALUC staff <br /> supports these changes because they will restrict residential use in an area that is subject to frequent <br /> aircraft overflight. The land use conflict between the airport and residents will thereby be minimized. <br /> Second, Listing No. SE008, on the north side of Ralph Avenue and the west side of 'B' Street, changes <br /> the designation from Agriculture-Urban Reserve to Low Density Residential. ALUC staff is concerned <br /> because this change will bring noise sensitive uses into an area that is near the aircraft flight patterns <br /> (although outside the noise restricted areas). The ALUC strongly advises the County to notify any <br /> potential residents that the area will experience high noise levels as aircraft fly overhead. Any individuals <br /> who move into this area should be aware that the airport is nearby, and they should be required to sign <br /> an avigation easement, as indicated in the County's Noise Compatibility Program. <br /> As of October 14, 1992, no responese were received from the following: <br /> Building Inspection Division Pacific Gas & Electric <br /> Caltrans San Joaquin County Mosquito Abatement <br /> District City of Stockton County Assessor <br /> State Department of Fish & Game Country Club Fire District <br /> Stockton Fire District East Side Fire District <br /> Montezuma Fire District French Camp Municipal Advisory Council <br /> French Camp Fire District Califomia Water Service <br /> APPUCATION DATA <br /> A legal ad and a display ad for the public hearing were published in the Stockton Record on 10-26-92. <br /> The staff report was prepared by Jim Van Buren. <br />
