(Delta), has been retained by Shell Oil Company (Shell) to perform an environmental site assessment of the subject site(Figure 1). Shell is considering purchasing the property from Hilltop Developers, Inc. This letter is to provide a work plan for the drilling of three soil borings at the above referenced site for purposes of collecting soil samples for analytical analyses. Enclosed are the completed and signed Application for Permit and Application Environmental Health Permit/Services forms. A copy of the Contractor Questionnaire for Kvilhaug Drilling is currently on file with your department. A signed Authorization to Release Analytical Data Form is in the process of being signed by the property owner and will be faxed to you prior to start-up of drilling activities. A check for $89.00 is also enclosed to cover the permit application fee. - .. Delta is currently scheduled to drill at the above mentioned site on Friday, November 9, 1990. Delta has been asked by Shell to perform this work within two weeks. Shell has agreed with the property owner to make a decision concerning purchase of the property by the end of November.
