ELDER,ENGINEERING INC.
3750 AUBURN BOULEVARD SUITE A
RE r s" N ' -Nv SACRAMENTO,CALIFORNIA 95821
Noy z (916)972-8291
22 November 1991
Mr. Ali Othman
San Joaquin Valley Unified Air Pollution Control District
P.O. Box 2009
Stockton, California 95201
Subject: Exemption status for 20913 E. Highway 12, Clements, California
Dear Mr. Othman:
In May of 1991 a 630-gallon gasoline tank was removed from the site owned by Teichert
Aggregates at 20913 E. Highway in Clements. Initial sampling indicated that gasoline was
present in the soil beneath the tank. In October approximately 75 to'100 cubic yards of soil
was removed from the excavation, covered with plastic sheeting and stockpiled onsite. On
4 November 1991 the stockpiled soil was sampled for laboratory analysis by collecting 12
individual samples (four from each of the east, west, and center portions of the pile), which
were then composited into 3 composite samples (Sample #11 east, #12 center, and #13
west) for analysis. The three samples were each analyzed for Total Petroleum
Hydrocarbons as gasoline(TPH-G), and benzene, toluene, ethylbenzene, and xylenes(BETX).
TPH-G and BETX were all below the laboratory's limit of detection for these compounds.
The laboratory analysis -reports for these analyses are attached to this letter.
Based on the analytical results of these soil samples, which indicate that TPH-G and BETX.
are at low to nondetectable concentrations, we are requesting an exemption from the
existing soil aeration rules. We plan to continue to stockpile this soil onsite (covered with
plastic sheeting) until next spring, at which time the soil will be moved and spread on the
ground near the current stockpile site.
If you have any further questions, please don't hesitate to call me.
Sincerely yours,
aures Elder, P.E.
Attachments: Soil-laboratory analysis reports
Site map
cc: Linda Turkatte, San Joaquin County Public Health Services, Environmental Health
Dan Barber, Teichert Aggregates
