(VY <br /> � <br /> ASSOCIATES'AT C <br /> I NG <br /> approval for the originally proposed work (as in the Plan) was approved by the Fund on <br /> November 10, 1997 <br /> On September 3, 1998 a project meeting held at PHS/EHD's office located in Stockton, <br /> California The meeting was attended by Jeanne Homsey, Senior Engineer, and Tom <br /> Lutterman, Project Geologist, of ATC in addition to Harlin Knoll, Senior Registered <br /> Environmental Health Specialist (REHS) and Margaret Lagorio, Lead Senior REHS, <br /> representing PHS/EHD In brief, the purpose of the meeting was to discuss current conditions <br /> at the project site, and the status of proposed activities, including ATC's Workplan to <br /> Implement a Feasibility Study and to Complete the Groundwater Investigation (Workplan) <br /> dated October 30, 1997 and subsequent addendum dated December 15, 1997 The Workplan <br /> was approved by PHS/EHD in correspondence dated January 6, 1998 Due to regional <br /> flooding experienced last winter, concerns presented by the San Joaquin Utility Maintenance <br /> Division, and a change of regulatory personal at PHS/EHD, the above scope of work was <br /> initiated with the submittal of the October 1997 Workplan and Addendum but not completed <br /> No additional wells have been installed at the project site <br /> The meeting discussed current site conditions and the proposed scope of work, which included <br /> three phases The first phase included preparing a workplan for well installation, obtaining <br /> permits and a property access agreement, installing three vapor wells, two monitoring wells (a <br /> deep well and a sentinel well), and an air sparge well, and collecting soil and groundwater <br /> samples The Third phase included preparing a workplan containing a summary of well <br /> installation activities and proposed pilot testing, and, conducting soil and groundwater pilot <br /> testing Upon obtaining results of the pilot tests, ATC was to prepare a Corrective Action Plan <br /> (CAP), the third phase of work <br /> Due to regional flooding experienced last winter, concerns presented by the San Joaquin Utility <br /> Maintenance Division, and a change of regulatory personal at PHSIEHD, the above scope of <br /> work was initiated with the submittal of the October 1997 Workplan and Addendum but not <br /> completed No additional wells have been installed at the project site <br /> During the meeting, PHS/EHD agreed to postpone the installation of the proposed deep <br /> monitoring well indefinitely Due the site's fluctuating water table and/or site conditions, the <br /> construction of the proposed vapor extraction wells, air spare well and sentinel monitoring well <br /> was re-evaluated All the proposed wells, with the exception of the monitoring well, will be of <br /> a nested configuration To ensure representative data is obtained at the site, PHSIEHD <br /> requested longer pilot tests than originally proposed These tests would incorporate a blower <br /> and carbon vessels versus an internal combustion engine as originally proposed by ATC <br /> Lastly, ATC and PHSIEHD discussed the site's State funding Pre-approval for the originally <br /> proposed work (as described in Smith Technology's Plan dated September 4, 1997, and <br /> addendum dated October 15, 1997) was approved by the Fund on November 10, 1997 With <br /> the removal of the deep monitoring well from the proposed work, modified well construction <br /> w 1625821quardyl3gr-1999 doe 3 <br />
