(V(ATC ASSOCIATES I NC On September 3, 1998 a project meeting held at PHS/EHD's office located in Stockton, California The meeting was attended by Jeanne Homsey, Senior Engineer, and Tom Lutterman, Project Geologist, of ATC in addition to Harlin Knoll, Senior Registered Environmental Health Specialist (REHS) and Margaret Lagono, Lead Senior REHS, representing PHS/EHD In brief, the purpose of the meeting was to discuss current conditions at the project site, and the status of proposed activities, including ATC's Workplan to Implement a Feasihility Study and to Complete the Groundwater Investigation (Workplan) dated October 30, 1997 and subsequent addendum dated December 15, 1997 The Workplan was approved by PHS/EHD in correspondence dated January 6, 1998 Due to regional flooding experienced last winter, concerns presented by the San Joaquin Utility Maintenance Division, and a change of regulatory personal at PHS/EHD, the above scope of work was initiated with the submittal of the October 1997 Workplan and Addendum but not completed No additional wells have been installed at the project site The meeting discussed current site conditions and the proposed scope of work which included three phases The first phase included preparing a workplan for well installation, obtaining permits and a property access agreement, installing three vapor wells, two monitoring wells (a deep well and a sentinel well), and an air sparge well, and collecting soil and groundwater samples The second phase included preparing a workplan containing a summary of well installation activities and proposed pilot testing, and, conducting soil and groundwater pilot testing Upon obtaining results of the pilot tests, ATC was to prepare a Corrective Action Plan (CAP), the third phase of work Due to regional flooding experienced last winter, concerns presented by the San Joaquin Utility Maintenance Division, and a change of regulatory personal at PHS/EHD, the above scope of work was initiated with the submittal of the October 1997 Workplan and Addendum but not completed No additional wells have been installed at the project site During the meeting, PHS/EHD agreed to postpone the installation of the proposed deep monitoring well indefinitely Due the site's fluctuating water table and/or site conditions, the construction of the proposed vapor extraction wells, air spare well and sentinel monitoring well was re-evaluated All the proposed wells, with the exception of the monitoring well, will be of a nested configuration To ensure representative data is obtained at the site, PHS/EHD requested longer pilot tests than originally proposed These tests would incorporate a blower and carbon vessels versus an internal combustion engine as originally proposed by ATC Lastly, ATC and PHS/EHD discussed the site's State funding Pre-approval for the originally proposed work (as described in Smith Technology's Plan dated September 4, 1997, and addendum dated October 15, 1997) was approved by the Fund on November 10, 1997 With the removal of the deep monitoring well from the proposed work, modified well construction details and VET test methodologies, as well as additional tasks such as a groundwater receptor survey ATC agreed to contact the Fund to discuss additional pre-approval requirements It is not anticipated the change of scope will exceed the amount previously pre-approved by the Fund on November 1997 w 1625821quart]3Mgr-1998 doc 3
