The following is an itemized list of aboveground petroleum storage act violations
that have not been addressed for ESCALON UNIFIED SCHOOL DIST as of July 02,
2020.
Open violations from July 16, 2018 inspection
Violation #612 -Plan failed to include secondary containment, diversionary structures, or equip to
prevent discharge.
The SPCC plan failed to discuss secondary containment for all tanks besides the 10,000 gallon diesel and
the used oil tank that was within the diked area. The 1,000 gasoline tank was partially addressed with the oil
water separator but portions of the tank are over soil that does not slope towards the oil water separator.
Secondary containment for petroleum containers over 55 gallons in the shop were not addressed in the
SPCC plan. The secondary containment for the new waste oil tank and the 55 gallon drums of used oil
outside of the diked area was not addressed in the SPCC plan. A facility shall provide appropriate
containment and/or diversionary structures or equipment to prevent a discharge. The entire containment
system, including walls and floor, must be capable of containing oil and must be constructed so that any
discharge from a primary containment system will not escape the containment system before cleanup occurs.
Immediately provide adequate secondary containment for all aboveground petroleum storage containers
larger than 55 gallons.
This violation was corrected ❑This violation will be corrected by (date)
❑ Supporting documents included
Describe actions taken or will be taken to correct violation 1,00o GAti LL -QA) T/94 -A; K 1400 0 61E MCA)
A,Tn r) ,v AgeA vNi)Etz w;rH Cue1? #7b Qi16z%T uf TD' viLlvVWTZ!T1
0AWMAW 751
Violation #613 -Failure to provide appropriate secondary containment, diversionary structures or
equipment.
The diked area holding the 10,000 gallon diesel tank appears to have potential escape routes for the diesel
in the event of a release from the primary tank. The seals for the underground pipes appear to be damaged,
allowing for liquid to flow into the piped area. A broken cap for an unknown purpose was also observed in the
diked area allowing for the possible escape of diesel in the event of a release from the primary containment .
A facility shall provide appropriate containment and/or diversionary structures or equipment to prevent a
discharge. The entire containment system, including walls and floor, must be capable of containing oil and
must be constructed so that any discharge from a primary containment system will not escape the
containment system before cleanup occurs. Immediately provide adequate secondary containment for all
aboveground petroleum storage containers larger than 55 gallons.
.MI This violation was corrected El This
violation will be corrected by (date)
❑ Supporting documents included
Describe actions taken or will be taken to correct violation 5E -5 P•'t i2 -ED u b WV9-Ct S
l CANT /Nih T /`1 hcR S fFLEn 1y D Lau JL GUN"I—fFllJM" 9= Foil
OTH R AKcuE&R&c )ND cST Z6&F_ CUNTi4IMCE5 H►YS 3CEA1 02Dci
Page 3 of 6
