B&C Painting Solutions Inc. <br /> 107 Val Dervin Parkway <br /> Stockton California 95206 <br /> 1.209.982.0422 OFFICE 1.209.982.5844 FAX <br /> San Joaquin County Environmental Health Department <br /> Hazardous Waste Program Inspection Report(RESPONSE) <br /> 1) Failure to determine if a waste is a hazardous waste. <br /> Product was inspected, portions that were determined to be of no market value and deemed <br /> waste were emptied into hazardous waste drums and shipped to a designated facility on <br /> MANIFEST#020058559 JJK. <br /> 2) Managed a hazardous waste without an identification number. <br /> Petitioned RCRAid(EPA) and received RCRA Identification Number CAR000293860. Number to <br /> be used on all future waste submissions. CAL000251953 will be discontinued. <br /> 3) Uniform manifests 020057645JJK(1/3/2019),017607413JJK(10/11/2018),017617201JJK <br /> (11/2/2018), and 011209811FLE (5/7/2018)were found with unsigned land disposal <br /> notifications from the generator. <br /> All the Land Disposal Restriction forms have now been completely filled out and signed. <br /> I 4) The hazardous waste sampling process for the rinse tanks was unclear.The EHS Manager was <br /> not sure how the samples were handled after they were taken. A separate, complete hazardous <br /> E waste determination needs to be done for each tank in the process. Immediately submit the <br /> I SDSs for the chemicals in each tank and make a complete hazardous waste determination. <br /> Test was a combined sample of Tank#1 and Tank#2.There is 2 tanks that utilize <br /> chemicals,(Tank#1 and Tank#3) Tanks#2 #4 are clear rinse tanks.Water is supplied from <br /> closed sou rce(Compressed Water Tanks provided by G.E. Water).Tank#1 and Tank#3 have <br /> the same properties, utilizing an Iron Phosphate Detergent titrated at 3% %5 of total bath. <br /> The tanks are very close to their servicing date. I will ensure that prior to service a new <br /> E analytical is performed. Estimated time of completion 3-4 weeks.(April-May,2019). <br /> 5) Paint rags are thrown into the trash. <br /> Rags are thrown into the trash.Any rags soiled by a hazardous waste are now disposed of into <br /> marked 55 gallon drums. Photo submitted. <br /> 6) A paint powder coating is baked and thrown into the trash. <br /> Powder(Cardinal BK-01) has been submitted to an ELAP certified laboratory(McCampbell <br /> Analytical) Analytical Report 1904315(ENCLOSED). The Report shows a significant spike for <br /> Barium Cardinal Finishes stated that their product would show significant amounts of Barium <br /> BUT Cardinal is stating that it is Barium Sulfate which is a delisted compound. I am working <br /> with Freemouw Environmental to see if further testing can be done that shows this is Barium <br /> Sulfate. Estimated time of completion 30-60 days.(May-June,2019). <br />
