Health and Safety Plan
For
Underground Tank Removal or Contaminated Soil Re-excavation
PURPOSE AND SCOPE
The Health and Safety Plan, for underground tank removal or contaminated
soil re-excavation provides for the protection of on-site personnel and
the surrounding community during the characterization activities being
preformed. Requirements, specificationsand procedures presented with this
plan will apply to all personnel on-site, including employees, subcon-
tractors, site visitors and regulatory agency personnel.
KEY PERSONNEL
HAZARD ANALYSIS
The most significant risk associated with petroleum contaminated soil is
exposure to aromatic compounds. Skin contact will be eliminated by use of
clothing, eye wear, and gloves. Inhalation hazard will be minimumized by
using appropriate respiratory protective devices as determined by on-site
air monitoring. The Safety Coordinator/Project Manager will establish an
exclusion zone encompassing a 50 foot radius from the work area. Access
within this zone will be limited to regtn red personnel. Total organic
vapors will be monitored within the exclusion zone using a photoionization
detector(PXD) calibrated for benzene the most toxic of the aromatic hy-
rocarbons. Current enforceable and recommended exposure limitations for
potetntial site conbarni.nants are presented in Table # 1 .
