Dear Mr. Crandall: I am writing in reference to your letter of October 6, 1987 and our October 19, 1987 telephone` conversation concerning the disposal of petroleum contaminated soil from -`the AT&T Microwave Station in Lodi, California. Approximately .325 yards of contaminated "soil has been removed from the site and transported to Forward Landfill in Stockton, . California. This represents the soil with a total petroleum hydrocarbon (TPH) concentration well below 1,000 mg/kg. The. 75 'to 100 yards 'o£ soil f • with a previously reported TPH -concentration above 1,000 mg/kg remained at the AT&T facility. E On October 14, 1987, after ,325 cubic yards of soil was transported to- the landfill, the soil remaining.on the site was transferred and contained in I new plastic sheeting to prevent uncontrolled aeration or contact with the ground surface. As a result of. this .procedure, mixing of the contaminated soil occurred. . On October 16, 1987, five brass tube soil samples were collected from the pile of remaining soil. . A plan view showing the sample locations has been provided in Attachment A. All ; ;of the brass tubes were collected approximately 3 feet above the ground surface by digging about 6 to 12 inches into the side of the soil pile. The soil samples were then transported under chain-of-custody to Chemwest-- Analytical Laboratories, Inc. ; in Sacramento, California, where they were composited into one sample and analyzed for TPH by GC-FID..
