601 South Ventura
Page 2
The work plan proposed only four discrete sidewall samples. I HS/EHD requests that discrete sidewall samples
be collected every 20 linear feet and that at minimum four si ewall samples be collected. The PAR indicated
that discrete bottom samples would be collected, only if witer does not enter the excavation. PHS/EHD
requests that discrete bottom samples be collected, regardles of whether the sample is above or below water
level. Groundwater was last reported in MW1 at approximately 11 feet (March 1993) although groundwater
has been reported as low as 18 feet (December 1992). Residual soil contamination is documented at 17 feet.
Contamination which is adsorbed to soil beneath the current water IeveI may act as a source of contamination
to groundwater.
The work plan proposed groundwater extraction from the open excavation. PHS/EHD concurs that
groundwater extraction is an effective groundwater remedial action. Extraction will occur both during the
re-excavation and following the re-excavation. One groundwater sample will be collected after the excavation
has recharged.
The work plan proposed that one composite sample (2 field o 1 lab)be collected from the excavated soil for
characterization purposes. If however, the soil is sampled 1br use as backfill, PHS/EHD requests that one
sample be collected every 25 cubic yards. If treatment is necmsary, subsequent confirmation sampling of the
treated soil will also be necessary.
Since the site is located within the City of Stockton boundaries,it will be necessary to secure a grading permit
from the City of Stockton Building Division.
Please contact PHS/EHD at least 48 hours prior to commencing field activities. PHS/EHD inspections of
sampling events are an important aspect of local regulatory Dversight. If you have any questions, comments
or if you wish to schedule a sampling inspection, please contact Mary Meays, Senior RENS, of my staff at
(209) 468-0337.
i
Jogi Khanna, M.D., M.P.H.
ealth Officer
I
Laurie A.
