Ventura Avenue, Stockton, San Joaquin County, CA (Site #1275) Dear Mr. McDonald: we have received the invoice for costs which are ostensibly associated with oversight of the underground tank investigation at the subject site. We understand that the State Board is authorized to seek recovery of costs associated with the program; however, the amount of the invoice seems unreasonably high. I do not object to paying the amounts which are necessary, justified, and appropriate. I do object to the "program management charge since it is com- pletely undocumented. Costs such as those mentioned in paragraph three of your letter (space rental, office servic s and supplies , purchase of sampling equipment, etc-. ) "should be documentable and -ava i labl.e , as should verification that the expenditures are actually being utilized to oversee the Underground Storage lank Program only. Space rental, equipment purchases, etc. , should be calculated over the entire year or over the life of the equipment or by some other equitable means. I also believe it was not the legislature ' s intent that the program be a money-making project for the State and that any amounts col- lected in excess of the actual cost of the program be refunded. Since I am being requested to pay for the costs of oversight of my project, I feel it reasonable to request an itemized account of what I am paying for. it would be foolish for either myself or
