Ventura Avenue, <br /> Stockton, San Joaquin County, CA (Site #1275) <br /> Dear Mr. McDonald: <br /> we have received the invoice for costs which are ostensibly <br /> associated with oversight of the underground tank investigation at <br /> the subject site. We understand that the State Board is authorized <br /> to seek recovery of costs associated with the program; however, the <br /> amount of the invoice seems unreasonably high. I do not object to <br /> paying the amounts which are necessary, justified, and appropriate. <br /> I do object to the "program management charge since it is com- <br /> pletely undocumented. <br /> Costs such as those mentioned in paragraph three of your <br /> letter (space rental, office servic s and supplies , purchase of <br /> sampling equipment, etc-. ) "should be documentable and -ava i labl.e , as <br /> should verification that the expenditures are actually being utilized <br /> to oversee the Underground Storage lank Program only. Space rental, <br /> equipment purchases, etc. , should be calculated over the entire year <br /> or over the life of the equipment or by some other equitable means. <br /> I also believe it was not the legislature ' s intent that the program <br /> be a money-making project for the State and that any amounts col- <br /> lected in excess of the actual cost of the program be refunded. <br /> Since I am being requested to pay for the costs of oversight <br /> of my project, I feel it reasonable to request an itemized account <br /> of what I am paying for. it would be foolish for either myself or <br />
