Malos : I�I <br /> Thank you for your letter dated October 31, 1990 , in which <br /> r <br /> you address some of the concerns indicated in my September 13 , 1990 <br /> letter. Unfortunately, there are still several outstanding concerns <br /> unanswered -and I feel obligated to pursue the matter. I am responding <br /> to the enumerated items in your letter as they were presented. <br /> 1. We request that the State Water Resources Control Board <br /> review the local agency cost recov ry program charges <br /> for oversight of the Underground Storage Tank Program. <br /> We have been directed to pay a bilL for undocumented <br /> charges which have not been satisfactorily identified. <br /> 2. Letters dated August 6, 1990 , and Dctober 1 , 1990, <br /> directed payment of the bill, otherwise the matter would <br /> be referred to the Attorney General for civil action. <br /> A letter dated October 31, 1990, from the SWRCB failed <br /> to adequately identify and document charges . <br /> 3 . As -explained in my September 13, 1990 letter, I believe <br /> it is more than reasonable that I oe provided documenta- <br /> tion of charges which I am being required to pay for <br /> implementation of the UST Program. From the information <br /> provided to date, it appears that program startup costs <br /> are being assessed to the initial responsible parties <br /> instead of establishing a cost over the life of the <br />
