O. Box 944212
Sacramento, CA 94244-2120
Subject: Cost Recovery for Underground Storage Tank
Investigation oversight, 601 S . Ventura Avenue,
Stockton, San Joaquin County, CA (Site #1275)
Dear Mr. McDonald:
We have received the invoice fo - costs which are ostensibly
associated with oversight of the and rground tank investigation at
the subject site. We understand tha : the State Board is authorized
to seek recovery of costs associated with the program; however, the
amount of the invoice seems unreasonably high. I do not object to
paying the amounts which are necessary, justifiedl and appropriate.
I do object to the "program management charge" since it is com-
pletely undocumented.
Costs such as those mentioned ii paragraph three of your
letter (space rental, office services and supplies , purchase of
sampling equipment, etc . ) should be documentable and available , as
should verification that the expenditures are actually being utilized
to oversee the Underground Storage Tank Program 221y. Space rental,
equipment purchases, etc . , should be calculated over the entire year
or over the life of the equipment or by some other equitable means.
I .also believe it was not the legislature ' s intent that the program
be a money-making project for the State and that any amounts col-
lected in excess of the actual costs of the program be refunded.
Since I am being requested to pay for the costs of oversight
of -my project, I feel it reasonable to request an itemized account
of what I am paying for. it would he foolish for either myself or
