Von Sosten
Tracy
Upon review of our file and reports submitted to this office
regarding the above referenced site, it is evident that groundwater
remediation is necessary. In the Problem Assessment Report dated
July 161 1990, Groundwater Technology recommended groundwater
extraction and treatment. We have consulted Central Valley
Regional Water Quality Control Board (CVRWQCB) about your site. We
agree with your consultant's recommendation but current data shows
the contaminated groundwater has moved and more site investigation
is needed to establish the extent of contamination so an
appropriate remediation plan can be developed.
A work plan to define the contamination should be submitted by
August 15, 1991. A draft Remedial Action Plan (RAP) should be
submitted once the extent of contamination has been defined. Pump
tests should be performed on the monitoring wells to determine the
cone of depression created and the size of pump required for
groundwater extraction. Disposal of the extracted water has to be
addressed. Pursuant to Section 280.67, Subpart F of 40CFR of the
Federal Register, our agency will conduct a public notice to
consider comments on your draft (RAP) after we have received it.
Pursuant to Section 2652(d) of the Underground storage Tank
Regulations (California Code of Regulations, Title 23, Subchapter
16) a quarterly monitoring report shall be submitted to Public
Health Services, Environmental Health Division and Central Valley
Regional Water Quality Control Board (CVRWQCB) until the
investigation and cleanup of the site is deemed adequate.
Submission of the reports is to begin immediately. The report is
to show the:
. 5 A Ili,k-il W Mn Imup1m I'mm,Ik.d?h I.1w ni,
