The report shows that there are highly elevated <br /> levels of nitrogen in the soil within two areas of the tank farm. The lateral and vertical extent of <br /> contamination appears to have been well defined, with the exception of the western edge. <br /> Because the levels of nitrate and Total Kjeldahl Nitrogen (TKN) in the soil are high enough to <br /> impact water quality, and because groundwater is found at ten feet below surface at the facility, you <br /> are hereby requested to prepare and submit a Soil Remediation and Groundwater Investigation <br /> workplan. As stated in our 10 September 1992 letter to PM Ag Products, the total nitrogen level in <br /> the soils must be reduced to approximately 100 ppm. If you feel this number is too high for the <br /> area containing elevated levels of molasses, whey, and lignins, then the workplan should contain <br /> your justification for a higher cleanup level for this area. However, the contamination in the area of <br /> the large urea tank must be cleaned up to the above-referenced 100 ppm level. <br /> The workplan shall contain (1) a proposal for remediation of the soil, including confirmation <br /> sampling, and (2) a proposal for a groundwater investigation. Either monitoring wells or <br /> Hydropunch/BAT borings may be used to determine whether activities at the site have impacted the <br /> groundwater. At least one monitoring well/boring must be installed at an upgradient location, and at <br /> least three others must be installed downgradient. The investigation should center around the tank <br /> farm known to contain soil contamination. <br /> i <br /> Because the tanks at the facility are currently empty, we feel that time is of the essence in <br /> remediating the soil contamination.
