I <br /> David Stavarek, SLIC Unit <br /> Central Valley- California Regional Water Quality Control Board <br /> April 17, 1998 <br /> Page 4 <br /> Related Regulatory Action <br /> Cargill, Inc. operated a large molasses-based feed product facility at the Port of Stockton for many years. <br /> Cargill's Port Road No.8 facility was located near the Washington Street facility and produced very similar feed <br /> products. The Cargill site had very similar soil and ground-water conditions. On November 5, 1997,RWQCB <br /> informed Cargill that, if no subsequent environmental problems were discovered at the Port Road No.8 site, <br /> no further environmental work would be required. The scientific arguments presented by Cargill for the <br /> successful Port Road No.8 site closure in 1997 are the same scientific arguments presented herein. <br /> Conclusions <br /> On the basis of the results of five years of investigation and continued monitoring,Sierra-Pacific has concluded <br /> that molasses-based feed product concentrations known to be present beneath the Washington Street facility <br /> have had little or no deleterious effect on near-surface ground-water resources at the Port of Stockton.
