Box 2089 <br /> Stockton, CA 95201 <br /> DRAFT CLEANUP AND ABATEMENT ORDER <br /> Enclosed for your review is a draft Cleanup and Abatement Order (C&A) for the feed <br /> facility at 2130 West Washington Street. The two,previous tenants, PureGro Feed and <br /> Pacific Molasses Feed Products, have been named'in the Order, as well as the current tenant, <br /> Cargill Molasses Liquid Feed Products. The C&A also applies to the Port, as the <br /> landowner. <br /> The C&A requires that the five existing monitoring wells continue to be sampled, on a semi- <br /> annual basis if the facility is vacant, or if a tenant moves onsite, then on a quarterly basis. If <br /> the groundwater monitoring shows that any past or present activity has impacted the <br /> groundwater, then remedial activities shall be undertaken. <br /> In order to prevent any future water quality impacts, the Order requires the submittal of a <br /> technical report before any tenant, including Cargill, moves onto the facility. The report <br /> shall show that all material handling activities shall be undertaken in a manner to protect <br /> water quality. <br /> Finally, the C&A requires reasonable access to the site for Regional Board staff, and <br /> -� requires that a cost-recovery account be initiated=to_reimburse the State for. reasonable - -- <br /> oversight expenses. <br /> Please submit any comments you may have about the draft Cleanup and Abatement <br /> Order by 1 September 1995. <br /> Although not specifically stated in the Order, staff`are also concerned about the other <br /> fertilizer and feed product facilities within the Port of Stockton, and their potential impacts <br /> on water quality. We would like to work cooperatively with the Port and their tenants in <br /> addressing any problems. To that end, please call''me by 1 September to schedule an <br /> inspection of these facilities. <br />
